The short answer

Naval aviator or Marine pilot + passed MCN test + NATOPS Evaluation Report (OPNAV 3710/7) + instrument and flight-log records → FAA commercial certificate with instrument rating, issued on the video call. Rotary-wing Marines: the same rule gives you rotorcraft-helicopter.

The rule, in plain English

14 CFR 61.73 lets a current or former U.S. military pilot turn military qualifications into an FAA commercial pilot certificate with the matching category and class rating, an instrument rating, and — where the FAA has a civilian equivalent — a type rating. There is no checkride. You pass one FAA knowledge test, you show official military records, and an examiner issues the certificate as an administrative action.

The one bar in the regulation: a pilot removed from flying status for lack of proficiency, or because of a disciplinary action involving aircraft operations (§61.73(a)). That's it. Years since you separated is not a bar, and there is no expiry on the military check itself — veterans qualify on their records.

  1. Identity check against a government photo ID (military ID is fine)
  2. MCN test report and military records confirmed against §61.73
  3. Your IACRA application reviewed and signed live
  4. Temporary certificate issued on the call — valid immediately. The FAA mails the plastic card later.

How does the Navy or Marine Corps military competency conversion work, and what does it cost?
It costs $200 flat and it is fully virtual: a 20-minute video appointment with an FAA Designated Pilot Examiner, from anywhere in the world, with no checkride. You bring a government photo ID, an unexpired MCN (Military Competence) knowledge test report, official Navy or Marine Corps records (a NATOPS Evaluation Report, OPNAV 3710/7, plus your instrument and flight-log records), and a started IACRA application with your FTN. Which NATOPS paperwork proves the proficiency check?
The OPNAV 3710/7 NATOPS Evaluation Report, graded Qualified or Conditionally Qualified with the crew position as pilot. The instrument side is the OPNAV 3710/2 instrument rating request, and the 3760/31 log book and 3760/32 jacket show the aircraft and category.
I fly helicopters in the Marine Corps. Does this apply?
Yes. §61.73 works by category and class, so a rotary-wing Marine or Navy pilot gets a commercial certificate with a rotorcraft-helicopter rating, instrument-helicopter when the records support it, and type ratings where the FAA has a civilian equivalent (the H-60 family maps to the S-70).
Do I get a P-8 type rating?
No. The P-8 is not on the FAA list of military types with a civilian equivalent. You get commercial multi-engine with instrument, which is what airline hiring looks at; airlines type-rate you in their own aircraft.
Can I do this while deployed or on a ship?
Yes, if you have a connection good enough for a 20-minute video call. Time zones only affect scheduling.
Is there a time limit on my last NATOPS check?
No. 14 CFR 61.73 has no recency window on the military proficiency check. Only the MCN test report expires (24 calendar months, printed on the report).
