Finding an examiner for paperwork is harder than it should be
An SOE limitation that's ready to come off. A Restricted ATP that has hit its hours. A CFI who needs recent experience recorded, or a military pilot converting to a civilian certificate before an interview. Each is a twenty-minute administrative action, and each can hold up a job, a class date or a type rating.
Yet pilots tell the same story again and again: they couldn't find an examiner who would take it. Most DPEs are booked weeks or months out with checkrides, and a paperwork-only appointment doesn't fit that calendar. Some don't offer these actions at all.
The FSDO is the other door, and FSDO inspectors carry heavy workloads — certification, surveillance and investigations all compete for the same hours. An administrative appointment waits its turn, sometimes for weeks, and often means a trip to the office.
That's why Daytona DPE is virtual
FAA guidance lets these actions be processed over video. So that is the whole practice: the same examiner authority, the same FAA oversight in the Designee Management System, the same IACRA — without the travel and without the chase. Most pilots are scheduled within a few days of their first message.

Every virtual appointment is entered into the FAA Designee Management System at least 24 hours in advance. The DMS-required notice is non-negotiable per FAA policy — there's no shortcut here, just a more efficient way to deliver the same regulated service.
